It’s possible. I remember launch when ice shards was the build. The meta was devouring blaze with fire bolt. I was running frost bolt instead and had a ton of chill on my gear. I froze stuff so fast they were frozen down the hall off screen because of chain reactions and they just blew up before I even got there. Worked great on bosses too as they would stagger super fast. Didn’t even have blizzard in the build.
Probably was not as good as meta but I destroyed everything I tried to do.
