I think you haven’t even downloaded the ptr
If a build, especially a Core damage build, cannot kill a boss in Torment 4, even when it has amazing gear and 250 paragon points, then we have a problem.

I don’t think that will be the case, t4 has a difficulty ramp up but its nothing that most builds cannot handle. For super casuals that just wants everything handed to them, sure there will be a lt of friction but it can still be done, keep in mind t4 is roughly pit 76 on live which most builds can do. Its the higher pits that will serve the challenge
T4 will be achievable as its only pit 76 on live gane (S7) which nearly every build can do, some just needs time. The real gate keeping is higher pits where most builds will fall short!
Nearly every build is no hitting T4 as it stands now, not in a reasonable amount of time given the changes to progression.
Some builds plus the boss powers can. However, Blizzard tends to overtune seasonal powers in the PTR and scale them back on release. Some powers can currently get you to T4 by themselves, assuming you build your character to that purpose.
