I don’t have the season 8 boss powers even though I’m already in Rank V of Unveiler’s Oath. Sayeena is also missing in Tarsarak, and I can’t find her anywhere else! I managed to open the boss power window by doing the workaround below, but sadly it only have the starter power from the first quest, and I am not gaining any new powers while using my main. I killed every world boss that spawned and joined all the recurring incursions!!!
Workaround
I found a FIX for this bug!! I created a new character and opened the boss powers there, and it appeared on my main character but all the powers that I should have acquired from the world boss and incursions are not there yet LOL
Update
Although I have boss powers [the first one], I am not gaining any more powers from bosses, did Ashava just now, and I still didn’t get it’s power.
I ended up starting a new toon since we’re not getting anything from the reports!!!

same problem here it’s locked and i did so many incursions and still no powers . and am not sure if making new char to do the first quest would fix it or not . also would i be able to get powers from incursions if i made new char ?
making another toon to unlock the boss powers will indeed unlock the boss power window… BUT you still won’t get any new powers even if you killed the world boss multiple times and finish multiple incursions…
Can confirm still busted, just did a wandering death, got the cache from it, no power gained.

Having the same issue. Thought i would unlock it after the last story quest. Now i am P65 and still cant collect or even access the boss power tab inside the inventory.
Have a friend create a new toon. Do the first season quest and when you can’t enter with them port to a city and then to them. You can progress the quest chain and your friend still gets credit. You do the conversing and it will fix the issue. I just did this with a friend of mine who had the issue.
It all worked fine until I create a new character. Now I won’t gain powers on the old one. I deleted it, no change. I created new one and went through quest line to unlock season rewards, no change. Either new character or old one won’t gain any powers.
Anyone get any help from devs for this issue?
Same problem for me… got 2/3 worldboss powers. Did a new charakter and killed 2 times wandering death unfortunately boss power is still missing -.-
I have the same issue as well. I’ve made a Spiritborn now I am level 50+ and I have absolutely none boss power. The tab is greyed out and I am in Rank V of Unveiler’s Oath as well.
This absolutely ridiculous to have to create a new character after already sinking in 8 hours. We have jobs and other things to do instead of farming again and again the same things in D4.

I found this reddit Im not able to unlock new boss powers… : r/diablo4 where someone mentioned that somehow the 1st quest has bugged and you need to re-do it with a friend once more to fix it and seems to be working, I will try it and let you know

Same, I tried it but it doesn’t work — I can’t join him in the cave for the first quest. I even started leveling a new character since Blizzard hasn’t said a single word about it.

I was having the same problem , on my first character i have it but when i make another all seasonal questline dissapeared until i change the difficult to normal , it would seem that only on this difficult the quest will appear. It works for me, try it
same problem!!! come on blizzard, fix your skin and worry more about bug then selling me over price skin. my god . this is driving me crazy
Same issue, I cant unlock the boss power of the harbinger…
Having same issue haven’t been able to acquire any new powers was getting some. Now nothing farmed every boss on T3 and nothing missing half the boss powers.
well, there were two updates but still nothing… i will not start a new character because of buggy game. do a third update and repair this boss powers sheet.
