Found a few in the first of the special dungeons as part of quest. Found 1 since then and I’m almost max level now.
I’d love to know too. So far I’ve found all of mine doing root hold dungeons. They drop quite often from the purple pimples.

Root Hold Dungeons and the rep board rewards have been the only place I’ve found them sadly. I’m not entirely sure they can drop anywhere else. Possibly the silent chests too?
