I just sactified a unique and got the “Restore xxx of your primary resource when you cc an enemy” affix - well the range was 1.0-8.0, but the roll was 0.0
Another with a range of 25.0-45.0% that rolled 24.0% as well, a third that rolled 9.0 out of a range of 10-30, and a fourth was the same: seems they are all rolling 1 less than the low end of the range.

Oh yeah, that would require a test team that does not exist.

Confirmed, same experience in the PTR, on all classes that I tested. (All but Rogue)
It seems every aspect or affix that went from 16 to 21 rolls are affected both in Sanctification and also when you try to Enchant the Item at an Occultist.
