Salvaging a Better Version of Eluding Aspect Not Reflected in Codex

I had a legendary amulet with Elduing Aspect with a 26 second CD. The version of Eluding Aspect I had/have in my Codex is a 31 second CD.

I salvaged the necklace and the Codex still indicates the 31 second CD.

Isn’t a 26 second CD an improvement over 31 seconds and, therefore, should have been updated in the Codex?

Amulets have a multiplicator on enchants that make a enchant higher than on other gear. Therefore a lower roll can be higher displayed there.
