Ring of the Starless Skies should have +1 all skills

Using this ring on a fireball sorc. It’s OK and works to replace one of your conditional aspects like incendiary or prodigy. The ring itself doesn’t feel very “Uber” though and is lacking a real punch. Just a safe ring that lets me go around spamming skills on a very mana hungry build. Skills which really don’t hit very hard to begin with.

Maybe it would have more impact on a blizzard/frozen orb combo build.

If this thing truely does reset on using evade or heal potion its a complete pile of dog crap.

Blizzard is not a core skill so that probably is bad.

good point, actually a friend wanted to play a fireball sorc. wont happen this season anymore i assume but after all a good idea for some off meta builds =)

It was a late season build for me to finally try a sorc out in game. Played a lot of ice wizard in Diablo 3 and almost went that route as well, but wanted a change with fireball since I had this ring just sitting there plus extra Tibaults pants, Flickerstep boots and extra Godslayer helms.

Trouble is to use all those things I had to get to level 80 first and fireball Sorc is extremely mana hungry even with all the cost reduction, resource generation and aspects you can find. It’s Flickerstep combined with Tibaults that really gets it going with regular resets to inferno which lets you spam fireball for free as well.

You go from being bursty to straight fireball spamming. I’ve since added Tal Rasha, Illuminator gloves and staff of endless rage to make a silly build that runs 7 Uniques. If I could get a Selig ammy to drop I would throw that on plus a soul brand and run an even more absurd build.

Not in it for any clears on this one but can handle NM70 at level 90 in the current setup. Squishy as all hell but again this build is fun.

If you use a potion, will reset. If you mount a horse, will reset. If you evade, will reset.

oh did you test it? i didnt think itd trigger a reset actually. mounting is of course not an issue but consuming a potion or evading for sure is.

No, no. In D2 there’s a ring called the Stone of Jordan. I can see the SoJ becoming another uber unique ring in D4.

SoJ stats from D2,

+1 to All Skills
+25% Mana
+1-12 Lightning Damage
+20 Mana

I don’t think you realize just how nutty +1 all skills is.

Unlike in D2 (unless I’m remembering wrong) in D4 it literally gives you ranks into every skill - including ones you haven’t put points into.

I don’t think it actually bumps up skills capped at 1 (someone correct me if I’m wrong) but that’s still invaluable for nearly any setup.

And the Core Skill cost reduction is particularly amazing for RF + Flurry Rogues.

as far as i know yes it does.
otherwise we wouldn’t have lv 7 (max lv 3) core skills (thanks to gloves)

The Problem is Not only that IT resets in everything, but the affix itself IS mehr…Ressource Generation is way Stronger than cost reduction, so a regular Ring with max Ressource Generation will give U more actually, especially in s2 where tibaults reigns supreme…IT should get a new affix or a flat 40% cost reduction without conditional…BS costs 25 with a füll stacked ross that goes down to 14… tibaults gives 50 with 18.9% Ressource Generation that goes Up to 59 every two Seconds without it resetting ITS benefits…so sorry isnt über in the slightest, Just a nice Ring with good resi stats…

So OP ist right, ITS the über you dont want to See of you keep Missing the more impactful ones

It’s in my stash since day 1 after obtained, you’re better off wearing the 170% essence regen for bone spear than this crap.

The reduction of 1-4 essence per cast is a joke and makes no difference. Not forgetting to mention it resets after seconds. Why are we wasting an Uber drop chance for this crap.

I got that on my stormclaw druid. Wow did it ever boost my crit strike and lucky hit chance.

Just Like every other Ring with max crit max lh…ITS crits damage Roll IS actually lower than a regular Ring can Roll…they really need to rework this one

I’m trying (and failing) not to think how I have three of these useless starless skies in my stash… Talk about getting disappointed when an item drops, this ring does it.

Still holding on to them even though they take three valuable slots of stash space that could have better use in hopes of being able to transmute uber uniques into another uber uniques one day in the far future…

Imagine if in D4 “+1 to all skills” meant all skills, even the key passives. Would be soooooo powerful and worthy of uber status.

I want it. It’s better than the Andy’s that I’m running on my poison blades rogue. The thing has non-existent lifesteal and the poison nova doesn’t proc my x’fal. I felt more powerful with Cowl of the Nameless on and if I wasn’t too lazy to rework my resistances I would change back.

But if I had RotSS with Cowl I could really make use of the wetlands worth of free Imbuement puddles I’m generating.

What I don’t understand is why none of the Ubers or other uniques have *armor%. The legs and maybe even the helms should, at least one of them should. Tibaults would definitely be much easier to fit into most builds if they would have armor.

a uber should never be “pure BIS” in my opinion.
Otherwise what the point of other items outside of the ubers ? none.

it’s a nice thing that ubers aren’t necessarily BIS.

true i’d gladly trade max potion for defense % on tibault.
