real question is does blizzard care? and I can tell you the answer.
Someone suggested that it shows a rounded up value, but uses the actual value to determine if you get the bonus.
You might look at what you get from gear, etc and see if you are actually under the limit, and it is just showing you a rounded up number on the node.
