As it stands rapid fire kind of sucks compared to the other cores for general play. The aspect doesn’t help that at all because it causes ricochet. Which means not only do you need to get lucky enough for it to proc (not 100% unlike barrage) but you also need to get lucky enough for it to actually hit a secondary target.
It should have a %x change to chain to y-z amount of additional enemies. Maybe 1-3. Like a perfect roll would be 3. So 40% chance to chain, then 40% to chain again. Meaning when it procs it will always fire towards an actual enemy and not towards the void.
Just make it pierce in a straight line to at least 1 more target. This would allow Rapid Fire to be used in WL3 and 4 where Damage Reduction Aura monsters in the middle of clumps make it terrible.
Or hell, let you target an enemy directly, through other enemies, and enemies that are pierced would take some % of the damage.

I think chaining would be enough to let it hit the aura monsters, maybe not. Something needs to be changed though. As it stands it’s very meh.
You need to maneuver or pop an ult. Personally, I took pen shot as a secondary just for those and tight packs. I often blast through to the aura bearer though when it hides.
You can literally stand with 3 monsters right beside each other and use rapid fire and have all the ricochets blast of in random directions missing the other 2 mobs. It’s completely absurd.
Also all the rogue ultimates suck.
