I can not start any quest from notes on the ground.
So forexample; before “halls of penitent”, the one with the statue in Hawezar (rotspil delta), pilgrims journey, etc…
It is very bothersome to be able to see the !exclamation mark but not being able to start quest.
Furthermore it seems that quests already done their ! (marker) shows up once in a while.
