Belial is nice, it is not possible to scale him to every power level.
The devs should use the same mechanic they are using on World Bosses for all Lair Bosses.

World Bosses have a “Resilience” mechanic that normalizes damage, meaning they are less vulnerable to damage from players who deal exceptionally high damage and more vulnerable to damage from players who deal low damage.

That would be a good way to make these boss fights fairer.

Yes, agree 100%. The fact that they have this in place already and did not use it on Belial is a head scratcher.

As far as the compasses are concerned, are you using the ones you found or did you get them off the vendor. I can use the ones that dropped, but the vendors do not work. Even after I ran a few and got them afterwards, they just do not work.
