Is the time on provocation or enhance pulverize effected by cooldown reduction you get from gear?
Nope no way to reduce it other than to increase rank
yeah I confirmed to in game put fully stacked cooldown reduction from gear like 40-50% reduction and counted time in between overpowers and 12 seconds. Basically overpower is useless garbage seeing you can only get 2 stacks of over power at 12 seconds each then one at 20 seconds. Pure crit will always be better. LAME over power is fun lol or should be
