Purchasing a game for PC from the Blizzard store automatically adds that game key to your account. To download you follow the directions here If you wish to play on another platform, you would need to buy the game on that platform. A PC copy won’t allow you to play that game on the Console. Yes. Bnet sells the PC license. Microsoft sells the Xbox license. Sony sells the Playstation license. They can all be linked to one Battlenet account, but must be purchased separately.
