If I put points into warcry and let the Ohm rune cast warcry but I have full 5 points into it. Would it cast at the Ohm’s 15% dmg increase or does it apply at my talent tree dmg %?
not a 100% guarantee but im fairly certain - yes.
On my necromancer i can even use the runeword for horrid decrepify, and it will use the decrepify skill branch that i picked as well.

it is designed to cast your exact version of Warcry with berserking and everything and in my experience it does (you never know with all the bugs in D4 ^^)
As others have said, it gets all bonuses associated with that Skill. This is the same as if you used Moni-Tec to spawn EQs, the EQs will carry all modifiers as if you cast them naturally.
Ring of the Ravenous however, does not work this way unfortunately due to how Rend is applied which is bad. While it does scale with Ranks to Rend and some Bleed Damage, the Enhancements do not work and anything that procs from the Direct Damage application also does not work. Rend is broken into a minor Direct Damage portion and Bleed. Ravenous only applies a Bleed. It is a shame because if it worked properly, Brawling builds can use it to mega-proc Rage of Harrogath, Lucky Hit procs, and Fury refunds.
If it worked, a Brawling Ground Stomp with FoF, could completely restore Fury between Slaking, Furious Rend, and Lucky Hit: 100% Fury restoration giving you the ability to use Power Kick every hit to every other hit with Max Fury.

The ranks contribution to damage should apply but the cooldown and duration might go by the rune which are modified by any applicable passives, affixes, etc
The “cooldown” of the Warcry is entirely dependent on the Ritual source and how fast you can get the 600 needed for the Invocation.
Booming Voice, Raid Leader, and Gutteral Yell Passives all apply to War Cry whether it is cast as a Skill on your Skill Bar or performed as an Invocation and you have zero points in any Shouts.
Vocalized Empowerment, Fierce Winds and Bold Chieftains Aspects apply to War Cry whether cast or performed by an Invocation.
Ranks to War Cry, Enhanced War Cry, and Power War Cry will all apply to the War Cry cast via runic Invocations.
If you choose the correct Ritual, you can cast War Cry within the 6 second (standard) duration to effectively have War Cry always active.
