My Improvements after S4 (General & Necro Balance)

Alright guys, I came up with this much while working just to keep myself busy:

Any constructive feedback is welcome, but let me know your thoughts

General Changes:

  • Add charms and a charm inventory into the game
  • Change max resistances cap from 70% to 75%
  • Uniques need a serious buff across the board, legendaries are MUCH better in almost every way (This can mostly be solved by increasing suffix/affix values and adding tempering to uniques, with this: make uber uniques infinitely temperable)
  • Strongholds Reworked: Waypoints are open by default. You interact with an NPC to start the event: An instanced fortress defense event where mobs are sieging and entering with extreme amounts of enemies with things to interact with to kill those enemies (burning oil, traps, catapults, etc.)
  • Add more prefixes for Rings & Amulets (Currently there is just +X% to Resistances, some ideas would be: +Life, +to X/Y/Z skills, +%CDR, +Armor, etc.)
  • Make Razorplate roll 1 much higher affix to thorns and give it max life, + to random skill category and + armor
  • Add in more Paragon boards and legendary nodes
  • Buff existing, underperforming paragon legendary nodes
  • Add in ways to target farm gold and gems (Ex: Make whisper caches give you a choice of a collection of gems, gold, uber boss materials, obols, consumables, etc. and get rid of gear drops from caches)
  • Add in armory or build templates to load builds
  • Make rare gear roll 3 suffixes instead of a maximum of 2
  • Make Uber Boss materials like gems where they are stored outside of the inventory slots
  • Make a separate inventory tab for Nightmare Sigils
  • Add in a rare material drop that makes a random or selected suffix greater
  • Change Diamonds (Gem) text to “+X% to All Resistances”
  • Fix a ton of bugs
  • Performance improvements are still needed

New Uniques:

  • Add in The Stone of Jordan as an Uber unique - Affix: Gain 20% Maximum Resource, in addition, gain +3 Ranks to All Skills. Stats: +28 to All Stats, +30-50 Maximum Resource, +12-18% Resource Cost Reduction, +40-60% Damage
  • Add in Overlord’s Helm from Diablo 1 into the game as a unique - Affix: You execute enemies below [5-10%] HP (on bosses or not is up for debate), Stats: +20-40% Damage, +Life on Hit, +1500-2200 Armor, +Maximum Life)
  • Add in Vampire Gaze from Diablo 2 into the game - Affix: Regenerate [2-3%] Max HP per second. Stats: +15-20% Damage Reduction, +Life per Hit, +2-4 Resource on Kill, +20-25% Healing Received)
  • Add in Nagelring - Affix: Increase quantity of drops by [15-30%]. Stats: 4-8% Damage Reduction, +2-4 Resource on Kill, +30-40% Damage, +10-15% Movement Speed
  • Add in Reaper’s Toll [Necromancer] from Diablo 2 - Affix: 33% chance to use Decrepify on hit. Stats: +8-14% Crit Chance, +Life per Hit, +40-50% Damage, +2-3 Ranks to Amplify Damage)
  • Add in Earthshifter [Druid] from Diablo 2 - Affix: Your earth skills have a 10-20% chance to create an Earthquake at enemies location dealing X Physical damage per second for 5 seconds and has a 5% chance to knock down enemies for 2 seconds. This can only occur once every [2-4] seconds. Stats: + 60-100 Willpower, +10-15% Damage Reduction, +4-8% Cooldown Reduction, +2-4 to Shapeshifting Skills
  • Add in Magefists [Sorcerer] from Diablo 2 - Affix: , Stats: +2-4 Ranks to Fire Skills, +10-15% Attack Speed, +20-40% Fire Damage, +1-2 Ranks of Fiery Surge
  • Add in Messerschmidt’s Reaver [Barbarian] from Diablo 2 - Affix: Rend now has a [20-40%] Increased Radius. Stats: +2-4 Ranks to Rend, +60-100% Damage over Time, +10-15% Attack Speed, +24-38 to All Stats,
  • Add in Headstriker [Rogue] from Diablo 2 - Affix: Your Melee Skills have a [20-25%] chance to deal [150-250%] increased Damage. Stats: +8-12% Crit Chance, +60-70% Crit Hit Damage, +40-60% Damage, +Energy on Kill

Necromancer:

  • New Aspect: Blackguard’s Aspect - Using Reap or Sever has a [10-20%] chance to activate a Shadow Aura on the Necromancer that pulses X shadow damage every [0.5-1.2] seconds for [3-6] seconds.
  • Buff Sacrifice bonus values, change Defenders sacrifice bonus to +15% Damage Reduction
  • Replace Healing Received on Mutilator Plate and add in +3-4 ranks to Blood Lance
  • Change Blood Artisan’s Cuirass Affix/Blood Orb range from [10-5] to [6-4]
  • Rename Bone Splinters to Teeth and allow more projectiles per rank up to 10
  • Change Aphotic Aspect by removing the stun chance
  • Change Torturous Aspect by removing the stun chance, this is counter intuitive to a damage returning skill
  • Change Cadaverous Aspect to buff Core Skill damage by 40% after consuming a corpse for 5 seconds
  • Sever - Supernatural Sever changed: Sever deals an additional 40% of Sever’s initial damage after a 1 second delay
  • Iron Maiden - Horrid Iron Maiden changed: Enemies take 40% increased Thorns damage
  • Blood Lance - Put enhanced blood lance as part of the base skill and put supernatural blood lance as the enhanced node, then add a node that makes blood lance deal more damage to single targets
  • Blood Surge - Put enhanced blood surge as part of the base skill and put paranormal blood surge as the enhanced node, then add a node that makes blood surge deal more damage to single targets

Another improvements:

Change Aspect of the Void and Aspect of the Plunging Darkness to work a single aspect.
Change Blood Begets Blood paragon board to get 40% damage for blood skills only instead of 15%.
Change Flash-Eater to no longer gave benefits for blood skills.
Change Blighted Aspect bonuses to Works with Shadow Damage only
Change Kalans Edict to privides more %HP to minions (without remove %attackspeed).

As a Blood Surge main, I completely agree on your buff idea to it. Single target dps is still by far it’s biggest weakness and it needs a sizeable buff to get on par with most other classes.

Yeah you can smash density but can’t kill the boss at the end. It’s been the problem with Blood builds since it’s inception in D4.

Hopefully, they figure something out. The game has a lot of potential and there’s a lot of ways they can go with it.
