I completed the VoH campaign on my eternal sorcerer and leveled from 50 to 60. I then went to level my eternal necromancer from 50 to 60, and nothing is unlocked in the new zones. I didn’t see any option to skip the VoH campaign. Is that only available to new characters? Will all my level 50 alts on eternal have to do the VoH campaign to unlock content in the new zones?

Usually you can do it retroactively on an existing character. There should be a ‘skip campaign’ option right there in the character selection screen.
It doesn’t happen automatically, you have to manually choose to skip on an existing character, if it is part way through the campaign, so that players have the choice to continue or skip.

So they changed where the buttons are. If you go into the Character Select Screen, click on a character, look toward the bottom, you will see options with hotkeys. On Keyboard/Mouse the default is S for Skip Campaign, click that and it will ask you ‘Are you sure you want to skip the expansion campaign? You cannot undo this on this character.’
I just tested this on my Eternal Characters, as I had already completed the campaign on my Seasonal character.

I find visual aids help a lot. I used to train people for a living, and reading/listening is a poor substitute for a visual aid.
