This is the number one flaw with scaling the way it is implemented in D4. It really does not take into consideration the casual player at all. It is going to be moderately hard no matter what tier or level you are at. Not everybody wants that type of challenge and Diablo is just not able to deliver that type of play no matter what the settings. There is no equivalent of playing at D3 T10 or lower. It all plays the same.
