In the patch notes the Luminate Eye Horadric Jewel is stated to give 25%[+] CDR, however when testing it appears to be a bog-standard 25%[×] CDR, affected by the 75% Global CDR Cap.
When I first saw this I was hopeful that it would be additive with the base skill level CDR which would have the potential to enable some new builds (i.e. what I as a player would want from seasonal mechanics), but currently it doesn’t do anything that you can’t already do by simply equipping a Shako plus a few other CDR items.
