The only way I can play is an eternal from last expansion or a new build from this season (14) which also limits game for LOH skills and gear
So you can play on Eternal or create and play a new Seasonal Character for Season 14. That sounds like it is working as intended.
Previous season’s gear and skill points are no longer available in Eternal or the Seasonal Realm.
