That would help, but it wouldn’t solve the issue of potentially losing a great item due to bad RNG and going through all of the Tempering rerolls. This is what some people are upset about, the limitation of rerolls.
Now what you’re asking for has been addressed by Colin during the Q&A of the last live stream.
Obviously “Fun” being the keyword here, as it’s very subjective to each player. We’ll see what they do though. I could easily foresee a survey going out, comparing that with the initial responses on these forums, reddit, twitter, etc. and then they’ll make a decision either by mid-season, or for S5. All we can do is wait for now.
