since you mentioned trade off, id like to say that the trade off for not having 3 shout is just too damn much
you CAN absolutely make it work without full 3 shouts, but your fury generation would be way slower and now you are going to use basic attack a lot more frequently.
i dont mind using it every now and then but spamming it non stop just to have enough fury isnt exactly fun for me unfortunately.
i wish things would change, they gotta nerf the shouts and buff everything else, currently it is just way too good to not use them.
