Yep. Streamer macrobioboi is testing this today, and he has pretty much proven that it is not working as intended. It is supposed to now give barrier based on max life as of patch 1.4.3, but that only seems to work on the first tick of bonestorm. After that, it seems that shielding storm only grants barrier based on base life.
Another bugged thing. This whole patch is a dumpster fire. Everything is broken lol.
Yeah at this point you really have to wonder what is working the way Blizzard thinks it is and not what isn’t lol.
It’s probably safe to say if you think something is broken or bugged, it probably is.
