You answered your own question. Many people have also gone back to Eternal because the season sucks.

Once you complete the season journey there really is no reason to stay seasonal. The zakarum stuff is unremarkable for the level of grind required. Whats worse is that it’s one and done.
All the best gear is already in eternal, so honestly, why bother?
When I open a party for Hordes, I get members to join very quickly. At least in the afternoon hours. Maybe a lot of people are looking for parties, but not many open them.
When you are looking for a party, I also found out that you have to switch back and forth between tabs to refresh the party list.
Yeah, I’m running Eternal because of what you said. But I have not seen anyone else in days.

People are partying all the time. Diablo has been a co op game since d2.
Make a group.
Put tags “exploration” and “newcomers welcome” and you fill party in no time. Been doing it for few days now.

It was bugged earlier but logging off and back in fixed the issue and groups were showing up again.

You certainly got some kind of party going on in your head. Yes D2 had the ability to co-op after some time. But it was not widely used. Except for cheaters and people duping stuff.

I find parties often. Just depends on time of day etc
Maybe he just was part of one of those two catergories
