I have been unable to masterwork, because masterworking is greyed out for me.
You need to unlock it…
First thing you need to do is complete a NMD46+ to get materials to be able to open the portal obelisk for The Pit in Cerrigar.
After completing The Pit, you get materials for Masterworking.
BTW you need to have Tempered the item TWICE before being able to Masterwork it.
