Is Chain Lightning so bad that there isn’t a proper build for it?

It is sad, Chain Lighting is a nice skill, has a Unique (very cool one btw) and 3 specific Aspects. But all off them do very little for damage.
One of the Aspects is a resource generation and I personally don’t use those since S1. The other 2 have a chance for it’s effect while most of Aspects for other skills just gives the buff directly.
And the damage of the Unique does not scale with CL rank.
So in the end you have to use the generic buffs.

I believe they did that on purpose because of Unstable Currents, and the idea is to increase the hit count instead of the damage. I don’t believe it is working though…
If that really is the case, them why not give Aspects that improve all Shock skills or that create a sinergy between them?
What is the point of having 1 point invested in every Shock skill and still have to rely on procs from items?

I’m currently playing with Ball Lighting, I’m using Okun and the CL pants, and yet half my damage comes from Esadoras. All my Shock skills are there just to generate Crackling Energy Orbs.

I would love to see a Shock build that is not Unstoppable Currents spam. Something that is really that skill doing the work.

OBS: I’m excluding Lighting Spear from everything I said. LS has the most damaging Aspect and skill upgrade, and it is a Conjuration, which has many buffs to it. We all know that LS is the strongest skill from Sorc atm.

Just thought about this now. Image an Aspect that made Chain Lighting target Ball Lighting and Lighting Bolts, making them explode for the combination of their damage. (Generic buffs would be twice as effective)
With this you could spam Unstable Currents or tactically use BL/LB and explode them with CL.
The Enchantment of BL would be useful too.
