Injured/healthy status

This is an interesting idea, but a general change wouldnt fit everywhere.

Where it works:

While Healthy, deal 30% increased damage, and 30% increased Overpower damage.

Where it doesnt work:

After being Healthy for 12 seconds, your next Blood Skill Overpowers. This timer is reduced by 2 seconds each time Blood Orbs Heal or Overheal you for 1,658 Life.
