I’ve been playing everyday since launch, and I have very few max values in my codex of power for legendary aspects. Changes made this season make it harder to get a max legendary aspect value, then getting a mythic unique. Was this by design? It is the worst part of season 6 in my opinion.

One of the problems is that they tied legendary aspects to legendary item drops.
So any effort made to reduce the amount of trash items we have to pick up IN CASE they contain aspect upgrades is hindered by the fact we actually need all these crap legendaries to drop in order to potentially upgrade an aspect.
They should reduce the garbage legendary drops, but add a new type of “manual” that can drop that contains the aspect rolls, which could be used to upgrade our aspect values instead of having to salvage an item at a blacksmith.

I’ve managed to cap put a few, but nothing I’m actively using on a character. Even when I get an Ancestral with the right aspect, it’s often a low roll for the aspect.
They really nees to adjust the rolls that appear on Ancestrals. I suspect that will help greatly.
it wasn’t impossible and my eternal codex was maxed before this season/game change reset everything and made ancestrals rarer than unique gear

If you are saying it was easy to max codex of power last season, and previous seasons I agree 100%. This season its impossible. Also this season non GA legendary items are complete garbage. Just as bad as yellows, because they can’t roll a good aspect. I don’t understand why Blizzard redid / fixed loot in seasons 4 + 5 only to completely destroy it and regress in season 6.

Because Blizzard should be named glacier. One step forward, three steps back. 
This season the system for aspects is different and I like the new changes. My perspective is that 16/21 (for a lot of aspects) are complete but not fully maxed.
If I’m lucky and get a better aspect beyond 16, then it shines and makes my character/account exceptional. That’s a good change to me. It drives more build variety in the game by encouraging exploration of aspects which are fully maxed that may not have been considered before over a unmaxed (16/21) meta aspect.
In my opinion the new system is really weird. Blizz should make the aspects on ancestral items at least start where the normal legendary aspect range ends. Right now it is really hard to find better aspects.

Last season, 16/21 was the max tier for aspects. This season, they’ve added five more tiers, but they only drop with ancestral gear. So, some players wonder why their builds, copied from streamers, aren’t performing as well—it’s likely because they don’t have all max aspects like the streamers do. This makes min-maxing much tougher this season. Am I a fan of this change? Not really, but when I get a 17-21 drop for my build, I practically jump out of my chair!
Here’s a tip: always check the ancestry of your aspects, even if they’re at 21/21. You might be able to sell them for billions of gold, as they’re harder to notice without the * icon, because you already have it at 21/21.
Streamers are also using various exploits that they don’t publicize.

I got an ancestral with a barrier aspect I use on my sorc. It was the absolute lowest possible roll.
I also had to salvage an ancestral I would have equipped because it had an aspect I needed, but I couldn’t move mine around to use the item without losing one aspect. Literally figured I’d find a replacement GA more easily then the aspect. It’s ridiculous.

Literally no aspect is maxed out in my codex and I’ve done 100 pit, hordes, helltide, undercity, darkcitadel and everything this season has to offer. I have probably around 150 hours. Yup, I’m pretty sure they didn’t intend it to be this tedious but hey it feels like nobody properly playtests this game so I’m not surprised.
