Make it expensive as heck and you can choose the level range. When you click on it it takes you to the map where you choose the dungeon and then it randomly rolls a level in the range and all affixes are random as well. You also can’t reroll it. Pretty much it is a lottery sigil but you get to pick the specific dungeon and rough level range so it balances out. Less space taken in your storage too but there is also still the normal sigil drops. They can also make the blank sigils with the level ranges a legendary sigil drop. Rare to happen but exciting when it does.
