I’m a lvl 83 hota barb but my armor and health are only around 6k each roughly. I mostly have all ancestral gear save my gloves, a ring and amulet cuz I can’t find an upgrade. I’ve seen plenty of guides and clips of people playing barb around my level or a little higher and have 10k+ armor and 15k+ health and I’m just a long way off from that.
How much would +armor% really give me if I had it on my chest and amulet, speaking of amulet I do have disobedience on it but it seems like I never get it maxed out and the highest armor bonus I’ve seen in combat is like 7-8k maybe.
How much armor is there to be had in paragon boards?
I just don’t see what I can do to get those stats up.
Most people have +Total Armor affix on gear. There is also Juggarnaut aspect that gives armor during combat but Evade cooldown is double. Jugg aspect is also boosted by +Total Armor affix. Gear with higher item power also have higher armor value.

You can get % Total Armor on hat, chest, pants, and amulet. Juggernaut Aspect is mandatory, but will only reflect on your char screen when you’re out of town areas. There’s quite a few 100 and 50 armor nodes in paragon. Strength adds armor. Get 925 gear.
I’m not running a hota build but at level 100 I have around 15k armor. It’s all from paragon nodes with armor in them, strength (paragon and weapons), Juggernaut (found one that had 5700) and one total armor % on my pants. Most of my gear is item power 925 by now, so that certainly helps when we throw on the %tot armor modifier.
It’s very easy to get to the needed armor levels in S3, at least I find it to be the easiest so far out of all seasons. 
Happy hunting for the stats needed, the puzzle is 1/2 the fun in this game (since we have no other end game to speak of hah hah)
Note: after I got the Jaggernauth aspect I got rid of most armor nodes that I could on my paragon board, focusing more on dps.

It depends on the level of content you run how much Armor you need. You only need the cap Armor if you plan on NMD 100+ or vault equivalent to where you would have 85% DR to Physical from your Armor. The tool tip only tells you what your Armor value is in relation to enemies your own level. You would need to look at the Armor calculation sheets that were put together as Google Doc spreadsheets in order to figure out by level what is needed. Blizzard should have scaling Tool-Tips similar to Grim Dawn that shows you real time output and effectiveness of the last enemy engaged. This would tell you definitively then if your Armor is capped for the encounter or not.
I got juggernaught early and its always made my armor 85%(max).
85% on the tooltip is only against enemies equal your level. The effectiveness vs higher enemies is hidden unless you go glance at a datamined chart for how armor scales.
