Allow me to clarify.
When it comes to Vulnerable specifically, I don’t like how easily it is applied. Like, at all - and that includes the Exploit Glyph.
Making it powerful is fine, it just needs to be much more limited in scope and not something you can just spam because as I argued in the thread I made about Crit & Vul, it very much needs to be something you can only apply every so often to create a window of opportunity vs major targets (i.e. Elites and Bosses) and building around it should demand a lot more of the player than it does currently. The ability to spam Vulnerable is frankly far more detrimental to game balance than Cooldown Reduction because it affects everyone nearby and is a ridiculous damage multiplier when given full uptime.
A lot of people might hate me for saying this, but Bone Spear absolutely should not apply Vulnerable. For Necromancers it should only come from their curses, and only every so often and MAYBE from Skely mages which actually would be kind of cool.
Rogue should remain the primary class for using it with Necro and Sorc roughly tied for group utility. Barbarian and Druid shouldn’t get it all (and massively buff Overpower for them to compensate)
I’m not even sure it should roll as an affix on gear, outside of maybe Crossbows. I don’t like that Rogue is already too reliant on it, but I wouldn’t mind if they retooled the skill tree to fully take advantage of it - it needs to be a conscious choice by the player to invest into, as opposed to just an outright God stat.
Same thing with Fire and Lightning for Sorc - just make investing into those more potent. The Damage over Time+ affixes need to be multiplicative, especially as they can’t Crit anyway so there’s no risk of double dipping with that and taking advantage of someone else applying Vulnerable is perfectly fine.
I also feel like this would make Rogues far more valuable in group play as being the primary users of Vulnerable - rather than everyone gearing for it as we do now and going ham, make it something special to capitalize on when the opportunity arises.
