How is vuln applied in the IcyVeins Heartseeker build?

Lots of skills that rely on Vuln, but not understanding how vuln gets applied.

Probably a lucky hit to apply vulnerability on either ring or amulet.

You can also use the Vampiric Curse aspect to apply vulnerability earlier in the leveling process, before you have access to exploit glyph or chance on rings

The heartseeker victimize build probably isn’t the best leveling build.

I actually ran it from level 1 to 100 with no change and it worked fine. Capstone at 28, 2nd capstone at 42.
