No, if they are not chilled at all, the. they take no increase damage.
The Chill effect is like the Stagger bar from boss, the more you Chill an enemy more the bar fills up. This increases the Slow amount the enemy suffers. And when the bar is completely filled, the enemy is Frozen.
What this Aspect does is create a parallel between the percentage of the Chill “bar” and the bonus damage.
So, in your case (with bonus at 52%):
0% Chill == 0% bonus damage
50% Chill == 26% bonus damage
100% Chill (Frozen) == 52% bonus damage
Important to know is that when an enemy is Unstoppable, you deal no bonus damage at all since the enemy is completely immune to status effects.
I think this is an interesting Aspect against bosses or T4 content, but not Pit pushing.
The way I see it is:
- Weak enemies gets full bonus because you will Freeze and kill them before they enter Unstoppable.
- Bosses gets “half” the bonus while filling up the bar, plus full bonus while staggered.
- Pit pushing Elites gets less than half the bonus because they will keep entering Unstoppable.
