How did someone decide that Bricking items should be a thing?

They want it to be part of the loot hunt process.

It does seem likely. Personal opinion, that falls a little short because items do not need to brick at the Blacksmith to extend the loot hunt. Other, better methods exist to pace a loot hunt. In fact, pretty much everything those bricks do can be accomplished in other, better ways.
