Nothing happen when you click the horadric portal so you need to move a bit before you could click to enter. It is pretty annoying! It is like dungeon at whispers!!!

I noticed the same issue
It is not that you have to move, it seems like it takes a few seconds after it appears to enter it.
If it is true what he says so remove cooldown to enter portal. It is EXTREMTLY ANNOYING! Stop doing like this way so what is your reason, Blizzard?! I hope it is bug, not like you have to wait every time you do NM!

It’s not a bug, it’s a feature. If it was easy to click all players would be inside and crowded. The system checks up the numbers of players inside and doesn’t let one in if another doesn’t leaves the premises. It’s smarter than you think. 
Note: for me, all that is required is waiting long enough, 5-8 seconds, for the portal to become interactable. I /did/ think that it was “move to a weird position” but that was just taking enough time for it to work. Standing still and clicking will have the same result.
