Did the devs remove the hellbent?

Not according to the Maxroll planner, I did not make a necro so it is possible it is gone in the game, but these guys generally keep the planner up to date.

It is on the D4builds planner also, so I am guessing they did not remove it.

Yes rolled amulet. Then it must be soooo freggin rare. I already reached 100 and nothing…
well, amulets do have the biggest list of possible afixes. if i recall correctly its like 30 possible affixes? so yea, the chance to roll what you want on an amulet is rather slim, and becomes pretty expansive rather fast.
There is a red button that will tell you what is possible for rolls on that screen.
