Has any thought been given to making uber rarity cycle similar to seasons?

Just a thought, perhaps the uber rare items can downgrade when new ones come in. This seems like a reasonable compromise between keeping lottery style chase items in the game while also alleviating the feeling of them ostensibly being non existent to the player base. An item like Shako could be hyper rare for a period of months, then cycled into a more common pool and replaced with a new item. This would keep a steady stream of new items and content and give people an idea of when they can actually get some of the cool uniques you guys worked to make. When i read posts about peoples frustrations about the 142 ubers that dropped last night it seems to me, and i might be totally wrong, but people seem frustrated they will never see the item and feel like a bug was their only real shot at actually acquiring one. This would allow players to eventually farm every item, while adding a level of prestige and advantage to those that find them early. In all these “shakogate” posts the one constant is that community feedback seems to be, “we’re okay with it being rare, just don’t make it impossible.” Im not sure exactly what Blizzard’s game design choices are long term when it comes to these uber rare uniques, but it seems counterproductive to make an item take years to acquire if Im expected to restart every 3 months.
