To be honest, that doesn’t mean anything. It doesn’t matter if you play on the best hardware or a potato.
It has to do with multiple potential variables. Anything from potential hardware issues (somewhat likely) or configurations, software settings or interfering programs (more likely) problems with your connection to your local router/modem (highly likely).
Time of day might matter. Who else uses your network while you try to play. Other programs you have running at the same time.
All these things can cause issues. And Diablo IV is one of the most sensitive to disruption from unlikely sources for a game I have encountered.
But not everyone has this problem, and some have found solutions, most of them being on their device or network.
You can review this page for some troubleshooting and testing of your network connection.
Try to run some of these tests while playing if possible.
