Are you sure about this? Because I opened multiple not long ago on a lvl.1 alt and the req lvl was 20-25 for all the items. Perhaps it was possible I only opened all whisper caches but I’m 99.9% sure it was a mix of whispers + world boss caches.
I just wish there was more alt-friendly low lvl gear. I learned from last season to at least keep the gear from my 1st char in a tab for alts. All lvl 3-15’ish stuff that I can just pop into their inventory and equip quickly as I go along.
