Looks like I wasted a lot of time heading down a dead end. Time to start from scratch…

EDIT 2: did some more testing.
Apparently Non-physical damage and Fire Damage both do work on Incinerate.
I tested this way:
- Level 100 character on normal test dummy.
- Refund all skills, only put in 3 points: Enhanced Fire Bolt and then 1 into Incinerate.
- Refund all paragon points, put in enough on the first board so that I can pick up all the Non-physical damage nodes on the first board without any other change.
- Obtain a level 1 white Wand with 12-18 damage per hit, no other items equipped.
- Record the ramped up max damage per tick.
On the first board, the total Non-physical damage bonus is +65% Non-Physical Damage. This would also pick up 10 Intelligence, so when testing without the Non-Physical Damage nodes, I would pick up another 10 Intelligence from neighboring nodes to ensure equal stats.
Without +65% Non-Physical Damage, my incinerate would max out at 2 or 3 damage on the dummpy, never goes to 4. With the +65% Non-Physical Damage, my incinerate would max out at 4 and often 5 damage per tick on the dummy.
I think this is enough to conclude that Non-Physical Damage works on Incinerate.

Next, to test Fire Damage, I invested more into the paragon board and attached the Searing Heat board. Then I activated enough nodes so that I can switch between having no Fire Damage and having all the Fire Damage nodes near the glyph socket. I also prepped the board so I can socket the Pyromaniac glyph and have it activated without touching other nodes.
With this setup, the Incinerate damge without Pyromaniac and Fire Damage still max out at 2 or 3.
Now add in the Fire Damage nodes, the Pyromaniac glyph, remove the extra 10 Int, and I would have +75.1% Fire Damage, or 85.1% if I pre-cast 5 Fire Bolts into empty space for the extra bonus on Pyromaniac.
So at +85.1% Fire Damage, my Incinrate maxes out at 4 or 5. This is without the Non-Physical Damage nodes.
Now put in the Non-Physical Damage nodes as well, and my Incinrate maxes out at 7 and sometimes 8.

I think this is evidence enough that both Fire Damage and Non-Physical Damage work on Incinerate ticks, even though neither are refelcted in the “Damage with Burning” stat on the Character Sheet.
