The war plan does not provide a key for escalating dungeons nor does it have a warning key is required. I had to burn a Marks of El’Durin. Please add warning or correct this if oversight. Thanks.
It does have a warning; it is at the bottom of the War Plan tooltip for Escalation Dungeons.
You can also cube 5 Nightmare Sigils to get an Escalating Sigil
