This was exactly what happened to me, except the characters part I created a new one to try to get around it but I only got 1 new created char

the most annoying thing is to see all the streamers can sit and play and many of them have received spears for free from blizzard but we who have paid money should not be able to play when you have to reach a certain lvl in the game to get beta rewards

Correct. Started Sorc, hit lvl 4, d/cād error code 316719ā¦
Made new character, went to play, error, hit play, error, etc. Back to char. creation, had all slots filled with the new char. I madeā¦ 
delete, delete, deleteā¦
aight got to 16 and disconnected. now im back rip
Dont even know if I leveled up, but got this error during a story quest. Back to queue with me I guess.

Right there with ya. Waiting in queue, played about five minutes and became the winner of a shiny new code 316719! Now Im back in queue!

I got DCād, hit the error of course, got into the 90 min queue an hour and half agoā¦ then got to the endā¦ THEN IT SAID āLogin attempt timed outā and kicked me out of the game to make me REQUEUE AGAINā¦ this time for 120 minutesā¦ 
Same here. Played for 30 minutes, got the first ābossā to about 5% health, then DCād and error 316719. On the plus side, I might be able to play for another 30 minutes in a little under 3 hours, if the queue is accurate.
I reached an event and just managed to resque that girl to finally open the reward cheā¦ -poff-
3 times connected, 3 times DCād from the āerror codeā or Blizzard throttling connections. Why kick those that are playing for new attempts. How is a game company with this many, long running titles STILL not prepared for a Beta launch?

Iām going to assume this means āplayer is too skilled for the beta and must wait for additional difficulty levels to be implementedā.

Well i got all the way to lvl 18 and then dc i guess my night is over now x)
I made it to level 12.
Got it again after hour queue then 13 mins of play then booted
Looks like iām late to the party
I see I am not the only one. Got this error as well at about lvl7. restarted the game for a 90 minute wait. Get to the end of the wait and get a login failed error and back in line for another 90 minutes.
Not to mention the error code 1016 that has been popping during queue which forces me to restart an back in queue again for another 90 min wAIT.
At this rate I may not get to lvl 20 before the weekend is over lol
My people. I have found you. Got to level 10 game just closed out, ride out the Q, hit level 11 - this beautiful error code and all of us minions to share it.
