no but it affects how much stagger is generated. and i mean if your skill normally generates 10% to the stagger bar when used it would generate more towards the stagger bar if your skill would normally stun longer.
which allows you to stagger bosses quicker

i see, i have 91% cc duration, does it mean ist 91% more effective or do bosses have a resistance that I need to consider?
i dont know the exact but on my barb i started stacking steel grasp stun. getting +1.4-1.5 seconds of stun each piece of gear. my steel grasp now generates as much stagger as my challenging shout.

Bosses do have diminishing returns on stagger.
You can stagger them pretty easily for about 4 times. But 5+ times is super slow. Like 95% reduce amount of stagger.
So if you can’t kill them in 4 staggers then you aren’t going to get anymore staggers in that fight.

why does challenging shout generate stagger? there is nothing in the tool tip about it.
You “Taunt” the enemie which is a form of CC. That’s why.
