I think it’s a hard question to answer without the full picture. For example how many ranks do you have of Cut to the Bone vs Heavy Handed?
What is your crit and vuln damage currently? What is your Critical Strike Chance?
If you are bleed build, generally without knowing anything else, you will want the Vuln damage until S5 starts.
