Danse Macabre Question

The sound of Danse Macabre sounds great but while I had the legendary node equiped I had a hard time telling if it would activate.

The tooltip says your next skill does 50% more damage. Do basic skills waste this proc? Or does it mean skills that arent basic.

I think it’s bugged. Tried some testing on the dummy in town and couldn’t get it to proc with any skills
