The loot is like it is because the focus is crafting your gear, not finding pre-rolled mythics. You get base items and you add modifiers to them. They you increase it to rare and add even more modifiers. That is not to say nothing drops, it can and I agree it should be more, but the focus is you find a good base and craft upon it. They do need to drop more currency though.
As for why there is no smart loot… its because you can build anything you want. If you want to be a sorc wielding a crossbow, you can. Also because trading is a big part of the game.
