Cooldown doesnt work with any rogue skills now it seems

They said that sometimes the twisting blades do not return, and so there is no cooldown given when that happens, but that they are looking onto it.

But this is not the same as saying that Cooldown on Rogue does not work at all.

We are investigating concerns of Twisting Blades failing to return to the player and not granting any of its Cooldown reduction.
