Thanks, Chindi, that worked for me! I also tried updating the Desktop controller config in Steam to be Disabled.
Steam → Settings → Controller → Desktop Configuration. Once there, if you have a “Disabled” configuration available after choosing “Browse Configs” just select that. If not, manually edit the current config to remove all bindings.
That also worked and, with this approach, you don’t need to close Steam every time you want to play.
