Looks like @OP is Rank 3 and protests that can’t find a guide to get higher, w.t.h… 
On topic about the loot, Chaos armor should be A thing, not THE thing, and I think is fine that they did what they did…
Perhaps one problem might be that there are quite a few uniques that they didn’t put in the Chaos Armor list (for ex. not sure if Hooves otMG is one of them in that case I’m just chasing for something that doesn’t exist 
)
