Well, this node was the only source of reasonable damage and they capped to 60%. Also you need much more intellect to reach the 60%. Yesterday I had 219% in this node and now I have only 43%
Now its doing very low damage, just like all other sorcerer skills.
I just give up…
Just uninstalled the PTR and S5 is a skip for me.
they gave us “every second zap 5000+ to nearby enemy” aspect.

I think Icefall is the only Legendary node without a cap now. Not sure if it can be scaled.
Your Frost Skills deal 15%x increased damage to Vulnerable enemies. This bonus is doubled if the enemy is also Frozen.
I mean its not technically capped, but its a fixed value of 30% max so in effect, its the same
If they aren’t going to fix the class fundamentally they can at least reverse the cap on these paragon nodes to throw us a bone. I also think Blizz just doesn’t know how to math - stacking smaller multiplicative damages is a lot more effective than a large single multiplier.
Eg burning instinct at x200% sounds like a lot but stacking three x1.3 multipliers compounds on itself and results in the equivalent of a x219.7% damage boost. This is one of the reasons the barb is doing such crazy damage - it’s the ability to stack a bunch of smaller multiplicative damage bonuses.
