I've investigated your issue and determined that to trade an item to another character in Diablo IV, you need to open the Action Wheel and select the "Invite to Trade" option. Once the trade is agreed upon, both players click the "Confirm Offer" button to indicate their agreement, and then "Accept Trade" to complete the transaction.
Please note that only certain items are tradeable. Items that cannot be traded are marked with an "Account Bound" notice in the item's tooltip. Tradeable items are:
* Common, magic, and rare items that have not been enchanted
* Gold
* Gems
* Elixir
Items that cannot be traded are:
* Enchanted items
* Legendary and unique items
* Aspects
* All other currencies
* Quest items
- Trading on consoles requires a subscription to the console service, as indicated in the Diablo IV console store listings.

Same problem here. Cannot trade, drop items, or chat in trade/local. Been playing since season 1 and this is a first. Very frustrating
i found a fix, blizz wont fix it like guy above screenshoted his support message, u tell them is not account bound item and they copy paste u that item might be account bound but u tell them is not account bound lol anyway so you just right click the item like another guy above said, drag and drop wont work suddenly seems anymore and worked this morning and for years, i always drag drop with mouse in box and worked fine. anyway gl just right click and works just tested
